Windows+Python でエンコー

Aptana Studio で Python のプログラムを作成。
Aptana のコンソール上では、うまく動作するが
Windows XP のコマンドプロンプトで動かすと
なぜか

IOError: [Errno 13] Permission denied

とか いわれる

プロンプトで chcp 65001 として　Unicodeの表示にしていたのがイケないのか
chcp 932 でもとに戻してみる

UnicodeDecodeError: 'ascii' codec can't decode byte 0xe3 in position 0: ordinal not in range(128)

と怒らる…

わけわからん
